Resource Capacity

Resource Management answers a simple question for a project manager: do the people needed for this work actually have the time? A resource plan requests capacity for a project from a resource group; resource allocations split a confirmed plan across named people; the Allocation Workbench shows both against real capacity, period by period.

Confirm requires entering a confirmed quantity and is gated behind the resource-manager role, as is Allocate and Reject (which sends a requested plan back to Planning). A plan requests its quantity in one of three units — Hours, FTE, or Person-days — all of which the workbench converts to a common hours figure internally.

An allocation splits a resource plan across a specific person with an hours figure and a date window.

The Allocation Workbench

The workbench is a Group → User tree crossed with a period grid (Week or Month buckets, toggleable), showing each cell as Planned vs. Allocated hours with a threshold color:

Tone	Meaning
Unallocated	Demand exists (planned > 0) but nothing is allocated yet.
Partial	Some, but not all, of the planned demand is allocated.
Allocated	Demand is fully covered (or work is allocated with no planned figure behind it).
Over	Allocated hours exceed the person or group’s capacity for that period — flagged regardless of what was planned.

Capacity for a period is computed at read time, not stored: it’s the number of working weekdays in that period × 8 hours × the person’s FTE (default 1.0 when unset). Availability is capacity minus allocated hours. A toolbar lets you switch the display unit between Hours, FTE, and Person-days, and toggle an Availability column on or off — the underlying numbers are always stored in hours and converted for display.
